The Texas Open Records Act prohibits secret settlements. The moment the settlement was signed, it became public information discoverable by a simple Open Records request.

I don’t know about a correlation between homophobia and lower IQ, but I did see a note recently about a study that found a correlation between religious fundamentalism and lower IQ.
