Part of the problem with the Civil Rights Act of 1964 was structuring the protections of the Act around enumeration of protected classes. What would markedly advance civil rights is a move away from enumeration towards universality.

“Christians and Muslims, Jews and Hindus – and non-believers”,

“every language and culture”, and

“men and women and children of every race and every faith”.
