It appears that there is no provision for a constitutional amendment proposed by petition. A constitutional amendment may be proposed in two ways:

(1) by two separate votes of the state legislature (one before, and one after a general election); or

(2) by a constitutional convention, which will be summoned if the citizens decide to do so in a referendum. A referendum on summoning a constitutional convention must be held in every year ending with &#039;0,&#039; so the next vote will be held in 2010.</description>
