He has allowed the unprecedented encroachment of third world primates into the Province of the EC-USA, has taken a 'let us be patient' stance on the role of women in much of the communion and has talked out both sides of his mouth regarding gay clergy and bishops in committed relationships. His exclusion of Bishop Gene Robinson from the Lambeth meetings was an affront to the entire notion of the Listening Process and a snub to the American churches.
