		<description>CB, in the US the right of women to vote (allowed by the 19th Amendment) was essentially put up to a popular vote, since amendments have to be passed by Congress then ratified by either state legislatures or by ratifying conventions. 

That&#039;s one of the things that made the prospect of a Constitutional amendment banning same-sex marriage so frightening. It probably would easily pass the required number of state legislatures without any serious consideration of the implications.</description>
