		<description>Homosexuality is against national law in Uganda. International law mainly deals with states, not individuals. Article 15 is saying that offences shall not be created retroactively. If an act was not a crime at the time it was committed, the person cannot be punished for it later.

From a cursory glance at the ICCPR, it would appear that Uganda&#039;s penal code is already in violation:
