I think they might be starting to lay the groundwork to drop the bill….

But, of course that is a very wild allegation on my part.

Homosexuality is against national law in Uganda. International law mainly deals with states, not individuals. Article 15 is saying that offences shall not be created retroactively. If an act was not a crime at the time it was committed, the person cannot be punished for it later.

“Calls by rights organisations that Uganda’s obligations under the International Convention on Civil and Political Rights would be undermined are uncalled for.”

From a cursory glance at the ICCPR, it would appear that Uganda’s penal code is already in violation:

Art 1, #2: “Each State Party to the present Covenant undertakes to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the present Covenant, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”

Art. 7: “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. In particular, no one shall be subjected without his free consent to medical or scientific experimentation.”

Compulsory “ex-gay therapy”, anyone?

Art. 15: “No one shall be held guilty of any criminal offence on account of any act or omission which did not constitute a criminal offence, under national or international law, at the time when it was committed.”

Is homosexuality against international law?

Dont worry, I’m sure whoever introduced them to Paul Cameron has already released a statement explaining how they totally didn’t mean for anything bad to happen to Homosexuals when they tried to convince an entire country that homosexuals are predatory psychopaths out to rape their children.
