		<description>I seem to remember Uganda&#039;s Ethics and Integrity Minister, Nsaba Buturo, bragging about Uganda being in the limelight... he was not concerned about Uganda&#039;s reputation, at all... in fact, he saw all the international outrage as &quot;interest&quot; and welcomed it as an opportunity for Uganda to provide moral leadership to the rest of the world.</description>
