My experience (personal) is that unless the custodian in violation is slapped down, and slapped down hard and quickly by the law for the violation, they will view the lack of punishment as weakness and it will enable further violations.

What was unclear about the previous ruling?

The court should immediately charge Miller with kidnapping, a federal (felony) charge.

If a non-custodial parent falls behind 30 days on child support payments, the machinery of the state is well-oiled and swift to deal with it.

Non-compliance and contumacious contempt for visitation?
Not so much.

I would agree with Timothy that Judge Cohen has been extremely generous in his dealings with Lisa Miller. I wonder if his generosity in this case is typical of how he deals with contentious custody cases with poorly behaved parents. I would think that most other judges would have come down harder on Miller a long time ago.
