Uganda is essentially a dictatorship.  If the government did anything in the interest of the people of Uganda, it would surely be by accident.  The only folks that benefit from these sorts of regimes are the corrupt officials that have positions of authority that they can use to exploit their people.

I wonder how much money the Ugandan minister of ethics and integrity is able to collect in brides and extortion on a yearly basis.</description>
