By the way, if you look into the news item as published at Radio Renascenca

it says “Cavaco Silva deverá tomar a decisão logo após a visita do Papa …” = he will decide … and the article looks to me as if it just offered the journalist’s opinion on how the president should decide. Disclaimer: I don’t speak Portuguese, but I know French and a little Latin and Italian.

According to tvi24 the decision of the Constitutional Court will be published in the Official Gazette later this week and the deadline for signing the bill into law starts with this official publication. So president Cavaco Silva will have until 19th or 20th of May to sign it.

If he decides to veto the bill, parliament can overturn the veto by voting again.

Does Portugal have a pocket veto provision?

Can the bill become law after a certain period of time if the President doesn’t sign it?

That would be the perfect option for him.

He only has until the 28th to sign or veto. May 11th would be well past that deadline.
