I always love how people take historical events out of context to justify their current politics  ... because if you know your history, then you know that no one thing brought down Rome, and toleration of homosexuality was not even in the top 100 reasons why Rome failed. 

Cultures fall... and they fall for numerous reasons... the Hittites were not a culture that was particularly tolerant of homosexuality, but when was the last time you ran into someone carrying a Hittite passport?</description>

		<description>Tullow Oil an Anglo-Irish firm is the main player in Uganda&#039;s oil fields in the Lake Albert Basin.   But Tullow wants to bring in an Italian firm (Total) and a Chinese firm (China National Offshore Oil Corp - CNOOC) and supposedly Uganda has agreed.   The Chinese firm has experience in handling and refining waxy oils (which the Ugandan oil is).

There was a report that Uganda was going to more or less give away drilling rights in a new round of leases this year to the largest, most-prosperous Russian Oil company, Lukoil.  Supposedly, Uganda had made a deal to buy 6 Russian Sukhoi Su-30Mk2 multirole fighter jets ($300 million).  And the oil rights were to sweeten the deal.  Once that got out the Ugandan government started denying it all over the place.   Though I read one ministers remarks which more or less said, &#039;hey, why not.&#039;  In short it appears that the Museveni government would rather buy weapons than care for the needs of his people.
