And that was on the second vote, when all the other Carribean nations were shamed into voting for LGBT inclusion in human rights documents. Saba, Sint Eustatius, Bonaire, St. Barts, Guadeloupe, Saint Martin and Martinique have the strongest LGBT rights laws - they're subject to full Dutch (first three) or French (latter four) law, and are also subject to all EU law and ECHR rulings. All have recognition of gay relationships and full discrimination protections. Dutch law is generally stronger on LGBT rights than French law. Many more are subject to ECHR or SCOTUS rulings which provide far more limited rights but do prevent homosexuality from being banned. These are Aruba, Curacao, Sint Maarten, Anguilla, Bermuda, British Virgin Islands, Caymans, Montserrat, Turks & Caicos, the US Virgin Islands and Puerto Rico.
