With the sweating in of a new Administration today, doesn't this mean that the old Parliament, too, has been dissolved? If that is so, it would mean that time has run out on this heinous bill. Under what rule are they going to debate it Friday as has been suggested? Does anyone know the workings of Uganda's parliamentary rules to shed light? I am confused.

In effect, it would probably result in a substantial percentage of GLBT people being executed due to the "repeat offender" provision. I'm not a lawyer, but that's how I'm reading it.
