He is saying that, in response to activist judges (by which he probably means the MA Supreme Judicial Court) he led the effort to pass the FMA, which would have overridden all state judges who had held that gays had a right to marry. So the statement does make sense, which almost certainly means that santorum didn't write it. Not to defend santorum, but the statement does not suggest that he wants to appoint state court judges.
