I would suppose an example might be two people, one in Uganda and the other in another country, agreeing by phone, email, chat or text to do a prohibited act in or out of Uganda.</description>

		<description>Timothy, perhaps they are trying to cover plains, boats and other vehicles which are capable of traveling outside of Uganda in a short period of time. I would imagine with all the blaming on western millionaires there have been stories of events in private jets. No pleasure cruises.

But what that particular part of the bill points to one aspect of the bill which disturbs me: just how much time they&#039;ve spent working on this bill. Clearly they&#039;re concerned with potential loopholes. So much so that they are preemptively trying to close all loopholes.</description>
