Jim, I followed a one of your links and which led me to another one and I found something sort of interesting:

I found an article written by Henry Gerber here which references the repeal of Illinois' Sodomy Law:

http://www.glapn.org/sodomylaws/usa/illinois/ilnews02.htm

The author's name sort of rang a bell: Henry Gerber. Gerber Hart Library in Chicago is named partly after him:

The information that I have is that the Iowa legislature vote to repeal the law in 1976, but the repeal did not become effective until Jan 1, 1978.

Iowa dropped its sodomy laws in 1976. I was founder and pastor of MCC Des Moines and in March or April 1975 I took Troy Perry and Don Eastman to Gov Ray's office to get his support and assurance he would sign the repeal law. While I had made an appointment at least a month ahead the governor was on a trade mission to the Soviet Union and we talked to Lt Gov Neu who assured us the code was going to be changed and the governor supported it. He advised us not to push or lobby the legislature about it that it would pass quietly and become law on Jan 1, 1976.
