Just a few moments ago, I found the NY Times obituary, which describes him as "his manager and archivist, who also became his adopted son." To me at least, that calls into question as to whether Horst raised Richard. I'd love to read more but when googling "biography" it only talks about his photography. I couldn't even find another site mentioning the son. Any chance there is a good book you know of?
