		<description>The bill passed, with 81 votes out of 87 legislators present. The bill will pass to the Senate early next year and will pass much as it did today. Uruguay&#039;s governing coalition of parties prides itself on the fact that the country&#039;s social policy is the &quot;most progressive in the world.&quot; 

The law includes broader changes to family policies. The most controversial of other proposed changes includes letting all couples choose the order of the last names they give their children, a symbolic rupture in a Hispanic patriarcal tradition that is unparalleled, even in other countries that have approved same-sex marriage. In Spain, Argentina and Mexico, names of the children of same-sex couples must appear in alphabetical order, heterosexual couples&#039; children must have the father&#039;s name first, followed by the mother&#039;s name.
