Uruguay's governing coalition of parties prides itself on the fact that the country's social policy is the "most progressive in the world." The law includes broader changes to family policies. The most controversial of other proposed changes includes letting all couples choose the order of the last names they give their children, a symbolic rupture in a Hispanic patriarcal tradition that is unparalleled, even in other countries that have approved same-sex marriage. In Spain, Argentina and Mexico, names of the children of same-sex couples must appear in alphabetical order, heterosexual couples' children must have the father's name first, followed by the mother's name.
