Rwanda’s English language daily New Times reports:
After months of speculation, the Political Affairs Committee in the Lower Chamber of Parliament has requested fellow law makers to consider scrapping the article on homosexuality from the penal code in conformity with the International Charter on Civil rights, The New Times can exclusively reveal.
The President of the Political Affairs committee; Bernadette Kanzaire told parliament yesterday that the United Nations AIDS (UNAIDS) council had requested the government to scrap the article pointing out that it was contrary to articles 16 and 26 of the United Nations Convenant on Civil and Political Rights that seek protection of all citizens with disregard to sex, religion and others.
“All persons are equal before the law and are entitled without any discrimination to the equal protection of the law.
Rwanda’s legislature is in the process of revising its 33-year-old penal code.

In this original BTB Investigation, we unveil the tragic story of Kirk Murphy, a four-year-old boy who was treated for “cross-gender disturbance” in 1970 by a young grad student by the name of George Rekers. This story is a stark reminder that there are severe and damaging consequences when therapists try to ensure that boys will be boys.
When we first reported on three American anti-gay activists traveling to Kampala for a three-day conference, we had no idea that it would be the first report of a long string of events leading to a proposal to institute the death penalty for LGBT people. But that is exactly what happened. In this report, we review our collection of more than 500 posts to tell the story of one nation’s embrace of hatred toward gay people. This report will be updated continuously as events continue to unfold. Check here for the latest updates.
In 2005, the Southern Poverty Law Center wrote that “[Paul] Cameron’s ‘science’ echoes Nazi Germany.” What the SPLC didn”t know was Cameron doesn’t just “echo” Nazi Germany. He quoted extensively from one of the Final Solution’s architects. This puts his fascination with quarantines, mandatory tattoos, and extermination being a “plausible idea” in a whole new and deeply disturbing light.
On February 10, I attended an all-day “Love Won Out” ex-gay conference in Phoenix, put on by Focus on the Family and Exodus International. In this series of reports, I talk about what I learned there: the people who go to these conferences, the things that they hear, and what this all means for them, their families and for the rest of us.

Anti-gay activists often charge that gay men and women pose a threat to children. In this report, we explore the supposed connection between homosexuality and child sexual abuse, the conclusions reached by the most knowledgeable professionals in the field, and how anti-gay activists continue to ignore their findings. This has tremendous consequences, not just for gay men and women, but more importantly for the safety of all our children.
Anti-gay activists often cite the “Dutch Study” to claim that gay unions last only about 1½ years and that the these men have an average of eight additional partners per year outside of their steady relationship. In this report, we will take you step by step into the study to see whether the claims are true.
Tony Perkins’ Family Research Council submitted an Amicus Brief to the Maryland Court of Appeals as that court prepared to consider the issue of gay marriage. We examine just one small section of that brief to reveal the junk science and fraudulent claims of the Family “Research” Council.
The FBI’s annual Hate Crime Statistics aren’t as complete as they ought to be, and their report for 2004 was no exception. In fact, their most recent report has quite a few glaring holes. Holes big enough for Daniel Fetty to fall through.

It is so sad that these demons are going to be given freedom to undermine our culture as Rwandans, but anyway, i was expecting this bad news. We all know how Kagame’s government is controlled by the gay’s governments such as US & UK & it hurts when these puppets implements their masters policies without public consultations. People of Rwanda don’t like gays, so don’t be surprised when you hear them dying one by one. Gays must go to hell.

Monte,
It would appear you have learned nothing from the Rwandan genocide except how to efficiently kill your fellow citizens. If you are sad that the bodies of gay people won’t be floating down the river into Lake Victoria like hundreds of thousands of Tutsis a few years ago, it is clear that you are the real threat to Rwandans seeking a peaceful future. Hopefully, they are able to identify you and stop you before you commit any heinous crimes.

LOL if the US and UK were “the gay’s governments” then they’d have full equal rights for us, but they don’t.
Then again any country that isn’t acting like complete savages towards its own people must be pretty “gay” to you. That’s okay, we’ll just keep being “gay” countries and FAR more advanced than your backwards, hateful country.

Monte, we’re not demons. We’re people, just like you. The more you deny that, the crazier and more dangerous YOU look.

To John & to those others who responded to my comment, i would like to let you know that i don’t just hate gays for the sake of it, i have a reason. My own cousin(24years)raped my nephew(3years) & since then i hate gays. I believe that gays have no morals & must be excluded from the public to avoid more rapes. You guys don’t think about the implications, all you want is sex, it doesn’t matter with who or what you just f*ck. More kids are being raped because of incontrollable, demonic hunger of sex, why can’t you go & find you fellow gays rather than victimising innocent young kids?. Tell me, what will you do if you find someone raping your son?, i’m telling you, few people in can away with it, don’t you think?. I think i have the reason to hate you guys, sorry, that’s my conclusion.

I just want to correct a mistake in my previous comment, i asked a question as follows: What will you do if you find someone raping your son?, then i moved on wanting to say that few people in Rwanda can go away with it, meaning that my cousin was luck not to be killed. I’m saying this to tell you that Rwandese have learnt from the genocide, but people like are pushing us to react in bad ways. I’m appealing to all gay people to stop raping people, coz if not you’ll face the music.

That has to be the most absurd, ridiculous reason I have ever heard to hate an entire group of people. Not only is it factually inaccurate, it’s prejudice in the way that anti-semitism is. It’s the thought process that allowed Hitler to do what he did: “all Jews are sub human rapists”
It’s a sign of immaturity and lack of cognative and critical thinking skills to take one incident and project it out to all people who share a trait with that one person. Was your cousin’s rapist white? why don’t you hate all white people if he was? Was he blond, left handed, red haired, cross eyed, over weight? why don’t you hate based on any of those traits? Because you *want* to hate gays and just went looking for an excuse, not the other way around. The dangerous people are the ones like you, you promote hatred and prejudice. Check out the link on the right to “The Heterosexual Agenda” to see how your kind of thinking can be used to demonize straight people just as easily (if not more so since the majority of rapes and child abuse are by heterosexuals). I doubt you will, of course, because your kind just wants to hate and facts won’t change your hateful nature.

Funny, because that’s what 99.9% of us do.
Raping kids is a pedophile thing, not a gay thing. Heterosexuals are the majority of pedophiles. Time to kill yourselves according to your logic.

I guess Monte doesn’t get worked up about all the women in Rwanda (as well as the rest of Africa) that are raped daily fetching water for their household.
I don’t necessarily believe Monte to be real at this point or the cousin/nephew story. And since French is the more common school language of Rwanda, it seems a bit odd him stumbling on this blog. Further, I thought he was commenting previously on Ugandan and/or Carribean posts.
