UK’s The Guardian has some additional information about the Ugandan government’s announcement that they will ban 38 non-governmental organizations which include LGBT issues among their human rights concerns. Frank Mugisha, executive director of Sexual Minorities Uganda, sees this move as being part of a much wider deterioration of human rights guarantees in Uganda:
Frank Mugisha, head of the NGO Sexual Minorities Uganda, said the minister’s ban was part of a wider assault on civil society in Uganda. “The government is trying to use homosexuality to crack down on freedom of expression and freedom of assembly,” he said. “If NGOs are closed down, they will not be able to support human rights.
“Simon Lokodo is very homophobic but it’s coupled with politics. He’s trying to gain popularity and make his name. The president should come out and distance himself from Lokodo.”
Sexual Minorities Uganda would defy any ban, insisted Mugisha, winner of the Robert F Kennedy human rights award last year. “We are definitely continuing our operations and we will still hold conferences. We will continue to ask for the oppressive laws that are being used to intimidate us to be abolished.
“They have said they are going to pass the bill before October. That won’t stop us. We shall continue to fight until all the legislation is cleared and we are free. Things are changing. It cannot be oppression forever.”
Mohammad Ndifuna, the director of Human Rights Network Uganda, another of the organisations to be banned, told Reuters: “We know that they have been all kinds of threats coming towards the [NGO] sector for different reasons.”

Anti-gay activists often charge that gay men and women pose a threat to children. Christopher, do you support the sovereign rights of nations to do anything they choose? How about their ‘right’ to repress free speech and assembly, to establish slavery, or to apply the death penalty arbitrarily? International law exists because sovereignty doesn’t grant a nation the right to commit abuses against its citizens.

Americans? No. Try the International Covenant on Civil and Political Rights and the African Charter on Human and People’s Rights, to both of which Uganda is a party, not to mention Uganda’s own constitution – the Kill the Gays Bill violates all of these in multiple respects. Plus, you never answered my question – does sovereignty grant a nation to do whatever it wishes, without limitation, including speech suppression and slavery? Nations aside, we are all human beings, and there is nothing arrogant or imperialistic about recognizing one another’s humanity. Anyone who doesn’t think slicing a woman’s clitoris off with a jagged tool is inhuman is not a person whose opinion on international law I feel particularly compelled to respect.

CHRISTOPHER ALLEN HORTON- I think you are a man who has been brainwashed. There is NOTHING wrong with being homosexual. There is *everything wrong* with persecuting homosexuals and putting them in jail. Homosexuals have dignity of being a Human Being, not a Human Being who must hide that part of their person.
Thankfully the British Government and the United States through our State Departments around the world are trying to talk to countries that persecute homosexuals and get them to change. Homosexuality does not hurt anyone and homosexuals should be left alone to lead their own lives.
I understand if you are a homosexual man living in Africa in a country that IS persecution homosexuals you may try and keep this a secret. But you should NOT accept the brain washing that there is anything wrong with you, because there isn’t. It is the straight people who need to change, not you.
