Hate Crimes Bill Passes the House

Timothy Kincaid

April 29th, 2009

NYT

The vote was 249 to 175, with most Democrats voting in favor and most Republicans against. The bill, H.S. 1913, defines hate crimes as those motivated by prejudice and based on a victim’s race, color, religion, national origin, gender, sexual orientation, gender identity or disability.

The measure would provide grants for state and local authorities to investigate and prosecute hate crimes, and it would empower the federal government to prosecute cases if states asked for Washington’s help or were reluctant to exercise their own authority.

Today is the ten year anniversary of the Admiral Duncan bomb – the last of the three Copeland bombs, and one of the most vicious hate crimes committed against the LGBT community in my lifetime. The bomb killed three people, one of whom was four months pregnant at the time and was celebrating her first pregnancy with her husband and two gay friends, one of whom was to have been her child’s godfather; of the four only her husband survived. The bomb also injured 79, four of whom had to have limbs amputated.

This seems a very fitting day for the House to pass such a bill.
