Uganda’s “Kill Gays” Bill: Will It Stay Or Will It Go?

Jim Burroway

December 21st, 2009

Uganda’s largest independent newspaper The Monitor has a story in tomorrow’s edition which gives both answers to that question.  Foreign Affairs Minister Sam Kutesa says the bill stays:

In a statement issued yesterday, Foreign Affairs Minister Sam Kutesa said the government does not support the promotion of homosexuality “just like we cannot promote prostitution.” “It is a fact that if there are any homosexuals in Uganda, they are a minority. The majority of Africans and indeed Ugandans abhor this practice. It is therefore not correct to allow this minority to provoke the majority by promoting homosexuality,” said Mr Kutesa.

But then again, it might not:

He added: “As to the contents of the Bill, the government is aware that the Uganda Penal Code already provides against homosexuality and it may, therefore, not be necessary to have another law to further criminalise it.”

A very similar story also appeared in the government-owned New Vision.

I swear anti-gays are functionally illiterate. Not killing gays is not equivalent to PROMOTING homosexuality. No more than not applying the death sentence to anything else society disapproves of. How can any honest discussion begin when certain people are too idiotic to distinguish between promoting and taking a passive stance.

@Burr: The key word is idiotic. There is no rational explanation for the introduction of this piece of legislation.

The spin doctoring has started.
