Ugandan LGBT Activist Vows to Defy Ban

Jim Burroway

June 20th, 2012

UK’s The Guardian has some additional information about the Ugandan government’s announcement that they will ban 38 non-governmental organizations which include LGBT issues among their human rights concerns. Frank Mugisha, executive director of Sexual Minorities Uganda, sees this move as being part of a much wider deterioration of human rights guarantees in Uganda:

Frank Mugisha, head of the NGO Sexual Minorities Uganda, said the minister’s ban was part of a wider assault on civil society in Uganda. “The government is trying to use homosexuality to crack down on freedom of expression and freedom of assembly,” he said. “If NGOs are closed down, they will not be able to support human rights.

“Simon Lokodo is very homophobic but it’s coupled with politics. He’s trying to gain popularity and make his name. The president should come out and distance himself from Lokodo.”

Sexual Minorities Uganda would defy any ban, insisted Mugisha, winner of the Robert F Kennedy human rights award last year. “We are definitely continuing our operations and we will still hold conferences. We will continue to ask for the oppressive laws that are being used to intimidate us to be abolished.

“They have said they are going to pass the bill before October. That won’t stop us. We shall continue to fight until all the legislation is cleared and we are free. Things are changing. It cannot be oppression forever.”

Mohammad Ndifuna, the director of Human Rights Network Uganda, another of the organisations to be banned, told Reuters: “We know that they have been all kinds of threats coming towards the [NGO] sector for different reasons.”

Frank Mugisha IS A FOOL. SINCE SUB-SAHARAN COUNTRIES ARE KNOWN FOR VIOLENCE AGAINST HOMOSEXUALS, Mr. Mugisha NEEDS TO LET “SLEEPING DOGS LIE.” SINCE HE HAS OBTAINED RECOGNITION AS A HUMAN-RIGHTS ADVOCATE, HE SHOULD USE ANY MONEY HE HAS TO IMMIGRATE ELSEWHERE. I SUPPORT THE SOVEREIGN RIGHTS OF NATIONS. IF A COUNTRY CONSIDERS HOMOSEXUALITY TO BE A CRIME PUNISHABLE BY DEATH OR INCARCERATION, IT IS ITS RIGHT. THE WEST IS WRONG TO TRY TO DESTROY THE VALUE SYSTEMS OF OTHERS. LEAVE UGANDA ALONE.

Christopher, do you support the sovereign rights of nations to do anything they choose? How about their ‘right’ to repress free speech and assembly, to establish slavery, or to apply the death penalty arbitrarily? International law exists because sovereignty doesn’t grant a nation the right to commit abuses against its citizens.

Do you think human rights advocates who oppose practices like female circumcision are trying to destroy the value systems of others, too?

ONE COUNTRY – LIKE, THE UNITED STATES – DOES NOT OWN EARTH. AMERICAN VALUES ARE OURS, NOT OTHERS. A PART OF BEING RESPECTFUL TO OTHERS IS TO ALLOW THEM TO FORM AND NURTURE THEIR OWN IDEOLOGIES. MURDER HAS EXISTED SINCE THE BEGINNING OF TIME. HOMOSEXUALS’ LIVES ARE NO MORE PRECIOUS THAN OTHERS. UGANDA HAS DONE NOTHING WRONG, ACCORDING TO T-H-E-I-R VALUES. THIS POINT IS LOST BY AMERICANS WHO HAVE ALLOWED OUR “SUPER-POWER” MONIKER TO “GO TO THEIR HEADS.” BY THE WAY, FEMALE CIRCUMCISON IS AN ACCEPTABLE PRACTICE E-L-S-E-W-H-E-R-E, NOT HERE. STAY OUT OF OTHERS’ BUSINESS. [And, people wonder why Americans are called, ARROGANT!].

Americans? No. Try the International Covenant on Civil and Political Rights and the African Charter on Human and People’s Rights, to both of which Uganda is a party, not to mention Uganda’s own constitution – the Kill the Gays Bill violates all of these in multiple respects. Plus, you never answered my question – does sovereignty grant a nation to do whatever it wishes, without limitation, including speech suppression and slavery? Nations aside, we are all human beings, and there is nothing arrogant or imperialistic about recognizing one another’s humanity. Anyone who doesn’t think slicing a woman’s clitoris off with a jagged tool is inhuman is not a person whose opinion on international law I feel particularly compelled to respect.

I DID NOT ANSWER YOUR SPECIFIC QUESTIONS BECAUSE YOU ARE TRYING TO “PIN ME DOWN” ON ISSUES Y-O-U CARE ABOUT. FOR THE PURPOSE OF THIS TOPIC, I WILL SAY THIS P-L-A-I-N-L-Y:

I). I DO NOT CARE – PERIOD – IF HOMOSEXUALS ARE MURDERED, TORTURED OR INCARCERATED IN OTHER PARTS OF THE WORLD. IN THE UNITED STATES, MALE HOMOSEXUALS ARE SUPPOSED TO ACT LIKE “MANLY” MEN – NOT LIKE, Matthew Shepherd, FOR EXAMPLE. A “REAL” MAN FIGHTS BACK WHEN ATTACKED – BRUTE FORCE, GUNS, ETC. UGANDA IS AN AFRICAN-NEGRO COUNTRY, AS A NEGRO MALE WHOSE ANCESTORS WERE STOLEN, TO GIVE SUPPORT TO UGANDA ON HOMOSEXUAL SUPPRESSION IS A “GOOD” THING.

II). SINCE I AM MALE, I DO NOT CARE ABOUT FEMALE CIRCUMCISION. I P-U-R-P-O-S-E-L-Y LIMIT MY ASSOCIATION WITH FEMALES.

SO, “Carrie,” MA’AM, YOU AND I WILL NEVER BE ON THE SAME PAGE.

“UGANDA HAS DONE NOTHING WRONG, ACCORDING TO T-H-E-I-R VALUES.”

whose values, exactly? not all ugandans share “t-h-e-i-r values”… frank mugisha doesn’t, and many other ugandans don’t.

is your position the same when it comes to all forms of discrimination towards minorities around the world?

are all minorities who become activists for human rights in their home countries also fools who should agree to let discrimination remain the status quo in their home countries and seek asylum elsewhere?

how many times has social change happened in america and how did it happen? in america, when “they” were certain that “they” were doing nothing wrong “according to t-h-e-i-r values”, who was responsible for changing “their values”?

I AM A NEGRO MALE. I AM ALSO HOMOSEXUAL. HOMOSEXUALITY IS A BIO-SEXUAL ORIENTATION. FOR ME, HOMOSEXUALITY IS ABOUT SEX. PERIOD. YET, I OPPOSE ANY MOVEMENT TO LEGALIZE HOMOSEXUALITY – REPEALING SODOMY LAWS, ESTABLISHING HATE-CRIME LAWS, ALLOWING “gay” MARRIAGE AND ADOPTION, ETC.

MANY NEGROES FEEL HOMOSEXUALITY IS WRONG. ALTHOUGH I AM A NEGRO-MALE HOMOSEXUAL, I UNDERSTAND NEGRO HETEROSEXUALS’ DESIRE TO VIOLENTLY ATTACK HOMOSEXUALS. NEGRO HOMOSEXUALS ARE CONSIDERED AN EMBARASSMENT TO THE HETEROSEXUAL-NEGRO COMMUNITY. THEREFORE, WHEN A HOMOSEXUAL IS MURDERED, BEATEN, ETC. – ESPECIALLY, IN OUR ANCESTRAL HOMELAND [AFRICA] – MANY NEGRO-AMERICANS WATCH AND “SILENTLY” CHEER IN SUPPORT OF THESE MURDERS.

CHRISTOPHER ALLEN HORTON- I think you are a man who has been brainwashed. There is NOTHING wrong with being homosexual. There is *everything wrong* with persecuting homosexuals and putting them in jail. Homosexuals have dignity of being a Human Being, not a Human Being who must hide that part of their person.

Thankfully the British Government and the United States through our State Departments around the world are trying to talk to countries that persecute homosexuals and get them to change. Homosexuality does not hurt anyone and homosexuals should be left alone to lead their own lives.

I understand if you are a homosexual man living in Africa in a country that IS persecution homosexuals you may try and keep this a secret. But you should NOT accept the brain washing that there is anything wrong with you, because there isn’t. It is the straight people who need to change, not you.

EITHER, YOU ARE CAUCASIAN ,OR, A NEGRO WHO HAS RAISED ONLY DAUGHTERS AND GRANDDAUGHTERS. MA’AM, I GUARANTEE, NEGRO MALES (HETEROSEXUAL AND HOMOSEXUAL) UNDERSTAND MY COMMENTS. HOMOSEXUALITY IS A “BIG-TIME NO-NO” IN NEGRO-MALE IDEOLOGY. IF YOU DO NOT BELIEVE ME, MA’AM – IF YOU CAN – WATCH HOW A NEGRO-MALE CHILD IS RAISED, FROM THE TODDLER-STAGE TO THE AGE OF EIGHTEEN. THE ACTIVITIES IN AFRICA ARE UNDERSTANDABLE TO ANYONE WHO UNDERSTANDS THE PSYCHE OF NEGRO MALES.

Jim Burroway,

I JUST NOTICED YOU ALSO AUTHORED THE ARTICLE, “Are Gays a Threat to Our Children?”

SIR, YOU ARE DOING DAMAGE BY FUELING HETEROSEXUALS’ BELIEF PEOPLE BECOME HOMOSEXUAL AT EIGHTEEN. Mr. Burroway, AT THE ONSET OF PUBERTY, HOMOSEXUALS HAVE HOMOSEXUAL DESIRES. IF YOUNG-MALE HOMOSEXUALS HAVE SEXUAL ACCESS TO ADULT MALES, THAT IS NOT CHILDHOOD-SEXUAL ABUSE, OR, PEDOPHILIA – THAT IS A “CHANCE OF A LIFETIME” FOR THOSE ADOLESCENTS. Mr. Burroway, I ASSUME YOU ARE HOMOSEXUAL. IF YOU ARE, YOU K-N-O-W IF A SEVEN- OR EIGHT-YEAR-OLD BOY HAS THE OPPORTUNITY TO HAVE SEX WITH A MAN, HE WILL FEEL LIKE HE IS “ON CLOUD NINE.” DO NOT LIE, SIR. STOP TRYING TO “KISS-UP” TO HETEROSEXUALS BY WRITING THEIR PROPAGANDA.
